I've installed ng-inspect v2.7.0 in Chrome Version 56.0.2924.87 (64-bit) (and removed, re-started, re-installed, re-started), however when I click the {A} in chrome with the Developer tools open, I don't see a new pane (whether or not I'm currently debugging). My site is on localhost using https, and the https security isn't correctly configured on the site (but the other Chrome dev tools work fine, and so does Angular Batarang)

Damn I was about to say use the localhost but then read the rest of your comment. I had the same issue when I was directly clicking my index.html file. Nothing came up at all! Then suddenly the blasted tool popped out of the page with the only thing I had changed being pushing my files to a localhost.
Maybe try just a quick hello world directive app to a new simple localhost without https just to see what happens... Really take it to the basics :-)
