Make new features/options more visible in the settings menu

Indicate new features/options with 2 red icons:

A down arrow icon in front of a section/item if there is a new feature/option inside of the section/item and a star icon in front of an item if the item is a new feature/option.

For example, if there is a new option for Comment Formatting Helper, there will be a down arrow in front of "Comments" and "Comment Formatting Helper" and a star in front of the new option.
