When the GlyphPicker panel gets opened by selecting the GlyphPicker menu item, it doesn't show up every time in oXygen 16.1. This issue cannot be reproduced in version 15.0; accelerators work as expected in both versions. It seems that the panel gets opened for a very short time in v16.1, but immediately afterwards, focus shifts to another component.

add it to the toolbar instead of the menu?
