Update NetStandard project to use MSBuild15 #42

Since updating the build system to a single project probably can't happen until net40 support is dropped, the short term workaround is to simply upgrade the NetStandard project to use MSBuild15 so it can build on VS2017.

The Appveyor.yml will also need to be updated.
