Extracts Project of Precincts from Comelec web data format.

Requires: openpyxl

######HOW TO USE:

1. Data should be in spreadsheet format (xlsx). See Raw directory
2. Output will PoPs per region named similar to "REGION VIII-NORTHERN SAMAR-municipal.csv" and a consolidated PoPs named "TRV Summary Nationwide.csv"
