Use admin level for sorting and not just number of levels #58

As shown in example at https://talk.maemo.org/showpost.php?p=1553458&postcount=393 , just using the number of levels is too unreliable for sorting. Consider using admin_level tag at OSM for improving the sorting.

Now search ranking is used.
