Bug Description

Do we have to consider a rearrangement of any geolocation, e.g. the upazilas, and if so, what do we need to consider, when things change?
Refers also to dashboard @yokat

To Reproduce

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error.

related also to road86/bahis-dash#30 which will be transferred to this issue and closed thereafter.
Consider having an issue with basic reference data stored centrally.

Currently, the dashboard uses shape files from https://data.humdata.org/dataset/cod-ab-bgd
They are compared to newbahis_geo_cluster.csv by looking, whether the geolocations in that file are within the shape files of humdata.
As a second step some remainders are manually registered according to their names.
manual=['Bandarban Sadar', 'Bijoynagar', 'Galachipa', 'Haim Char', 'Kalukhali', 'Kamarkhanda', 'Mehendiganj', 'Naikhongchhari', 'Paba', 'Ramu', 'Saltha', 'Tazumuddin', 'Zianagar']
It has been checked, that they do not have name twins.
Lastly the shapefiles in larger cities contain more shapes, than bahis is using. These have to be changed manually.
