The cargo doc mentions an exclude key, which should be pre-seeded with e.g. .gitignore.

Evaluate which files (e.g. .travis.yml) can and should be excluded from the magic crate.

According to the Rust IRC, a crate is supposed to be a source distribution.
This means that it should include things like README, LICENSE and test data, but no CI files and such (e.g. .travis.yml).
