It's too heavy a burden to put the media viewers on the page, because the
media viewers want to download the content right away. Is there a way to
tell the viewers to not download? If not then the viewers need to be in a
popup.

Instead of using a popup, the quicktime player "Poster Movie" feature was
implemented.
In this mode you play a short clip, in this case it just says "Click Here to
begin
movie".
The short quick loads quickly and is relatively painless. Then when they click
they
see the full thingy.
