Use a non-zero exit code when Pow cannot be reached by powder status #125

To make it easier to use powder in a script, powder status should return a non-zero exit code when it cannot get the status from Pow.

This requires a change to work around rails/thor#244, hence the self.exit_on_failure? addition.


          Raise a Thor::Error if pow can't be reached.
