standalone files showing unnecessary diagnostics

When the extension parses a file in standalone mode (i.e. it's not part of any known project), it still shows the BRS1013 warning. This is not helpful because every standalone file will show that. While it might be helpful for a minority of people, it's just not worth the extra diagnostic clutter.

We should hide this warning for standalone projects / files.
