Similar province names returns wrong results #31

If two provinces have similar names, eg: "Porto" and "Porto Santo" the return is incorrect.

Steps to reproduce:

Province = Porto
No warnings in the feed => it's absent in the feed

meteoalert-api Return
Province = Porto Santo
Heat warning
