Is it necessary to pin base == 4.6.*?

Maybe not, I haven't tried building with 7.8 yet. If you tell me it works, I'll happily update the bounds. The base version of 7.8 is 4.7?

Since chances are pretty high that it'll just work (all the dependencies are fine with base < 5) I'll be optimistic about it and change it to base == 4.*
