Check for interpreter shutdown in upcalls

It might be possible to detect if ObjC tries to call into Python after the interpreter has shut down and give a clearer error when that happens. Care should be taken to avoid a high performance impact (e.g. calling Py_IsInitialized() may be too expensive).
