Are there any similar features already existing: Yes, devices can currently be selected by name.

What should the feature do: As described in https://github.com/rook/rook/blob/master/design/multiple-storage-types-support.md#storagescopespec, a user should be able to use the StorageScopeSpec to select devices not just by name, but other more persistent properties such as by-id.

What would be solved through this feature: Users would be able to select devices by a more persistent means (e.g., by-id) than the simple device name (e.g., sda).

Looks like we already have a similar tracking issue in #1228. I will add this info to that issue and track there.
