Things that could be annotated

README.md
NEWS.md (for Markdown files annotation maybe follow https://twitter.com/DynamicWebPaige/status/1008618954846240768)
A GitHub repo landing page (repo description, repo URL, topics)
A GitHub issue tracker (labels, assignees)
A GitHub release tab (to show what it is and that that's where the NEWS part about a release should be pasted)
Maybe a CRAN package page to show that's where the repo GitHub links end.
