retries and timeouts for url format targets

Proposal

The format = "url" unit tests sporadically fail because https://httpbin.org/etag/test periodically flakes out, which is something I should expect from any website. I think I will implement retries and timeouts for URL targets and allow users to set the timeout etc. in tar_resources_url().
