joint_limits_interface is missing from ros2-control debian package in foxy

Hi,

It seems like joint_limits_interface is not included in the debian package for ros2 control in foxy.

I've installed ros2-control as suggested in the documentation, i.e.:

sudo apt install ros-foxy-ros2-control

Is it possible to also include joint_limits_interface to the debian package?

It is not missing, the source package here is just dummy-source package which is actually not working. Or it is not used anywhere. There is a fully new implementation which will probably never be released to foxy (or maybe it could). But to finish this PR few days of work are needed. Help if very welcome, if you have some capacity. :)

I can provide pointers of what has to be done to get this functional and merged.

Aha I see, thanks for the help! I'll just copy the code for joint_limits_interface to my hardware interface package then.
