Putting this here to set a task for myself to get this released for Noetic to fix the issue in the buildfarm.

Testing the melodic release with a level 1 pre-release test I get these failures:

moveit_resources_prerelease_results.txt

I'm going to add the pre-release github action here to see if it reproduces the same failure.
