"bad" txs being retried during poor network conditions #1

needs to check things like:

check for actual bad txs via bad wallet/anchor/etc to rule out actual bad txs before attempting to send in the first place
are new blocks being created ? (weave height)
use # of confirmations as well as status codes

factor in 500, 502, 504 gateway errors also
