Do not create xml nodes for non-translated labels #7

Environment

3 languages (en, de, fr). In fr only a few labels are translated.

Only en and de is activated for editing.

Action

Sort and save the translation file.

Expected result

The labels are being sorted and no new labels are added.

Actual result

For all missing labels in fr an xml node is added with an empty target value.
