It should be possible to integrate ActivityPub in a static site (see https://blog.joinmastodon.org/2018/06/how-to-implement-a-basic-activitypub-server/). Some of this setup can be automated. Probably in two parts like activitypub-init to setup an activitypub end point and inbox. A second verb activitypub could be used to refresh the activitypub feed based on the the current state of the site.
