knit menu missing items #1801

Install the RStudio IDE on a host with vanilla R. Packages like rmarkdown, shiny, etc have not yet been installed.

The Knit menu for a document does not contain "Knit with parameters" and other items even after the IDE has itself installed rmarkdown.

Once rmarkdown is installed and the IDE is restarted, the Knit menu is fully populated.
