Dependency is not satisfiable: libc6 (>= 2.7)

Hi, I am trying to install Shiny Server on Ubuntu following the instructions https://posit.co/download/shiny-server/. In the last step, after I run the command sudo gdebi shiny-server-1.5.21.1012-amd64.deb, I got the following error.
Dependency is not satisfiable: libc6 (>= 2.7).
The system architecture is Arm64, does anyone know how to solve this?
