How to single instance an external plugin?

How do I tell rsyslog to only run a single instance of an external plugin? The threading section only tells me it's possible but it doesn't tell me how to do it. (If this has already been answered then please feel free to close this issue and direct me to that issue, but I wasn't able to find it)

unless you configure multiple threads, it will be single threaded by default. David Lang

Okay thank you, while I was reading this section I got the impression that it would always spawn multiple instances when needed.
