Upgrade librdkafka dependency from v0.11.6 to v1.3.0 #4204

I'm trying to use some of the newer librdkafka features, but the version of librdkafka that comes with Rsyslog is running v0.11.6.

Is there a plan to upgrade? Can I manually upgrade some how?
