issue a warning if an $IncludeConfig doesn't find any files to include #4415

on v8.2006 if you include something like /etc/rsyslog.d/20*conf and this matches no files, you get no indication of any problem.
This should not be an error, but it would be nice if it was a warning (especially when doing a -N1 syntax check)
