[SECURITY] Sombrero problem: analysis of hat recipients loop induced out-of-gas

Problem: The new hat recipients will each open new storage space, and the more recipients one has the more gas it's required

Currently mitigation: a global parameters will be introduced to prevent a hat to have more than N recipients.

Acceptance Criteria:

• Analyze the extent of the problem: how many recipients number will start to cause the problem?
• Suggest new solution(s).
