Per the RFC: http://tools.ietf.org/html/rfc3501#section-2.3.1.1

The combination of mailbox name, uidvalidity value, and uid is unique on a server
If uidvalidity increments, uids are no longer guaranteed to be as they were for a lower uidvalidity
uids are assigned in a strictly ascending order

I think this could be used to improve uid handling a lot.
