What type of user is this for? [volunteer/admin/supervisor/all or All CASA Admin]
all, but especially volunteers

Where does/should this occur?
On the Edit Case Contact page.

Description
Volunteers, supervisors, and admins should have the ability to edit notes in case contacts just like they can edit any other field in a case contact.

Is this behavior already present? Volunteers can successfully create a new contact and then edit the included text area, as can Supervisors.

If you need an alternate issue, we could show "Dss" as "DSS on the UI which also needs doing on this page
