after pack, install and update become circular (1.1rc)

Bundler v1.1rc.

After bundle pack, change a gem version, then running bundle install --path vendor and bundle update both say (the circularity) to run bundle install:

Could not find gem 'veewee (~> 0.2.0) ruby' in the gems available on this machine.
Run `bundle install` to install missing gems. 

Note:

$ ls vendor/cache/veewee-0.*
veewee-0.2.0.gem         veewee-0.3.0.alpha4.gem
