Ansible doesnt seem built for high work loads

1. we have a mono repo, with a lot of projects. since almost every helm chart we deploy is in its own state.
2. When we upgrade an env, it wil routinely take atlantis > 15 minutes to run all its plans, which invalidates the EKS token.
3. This causes all the applies to fail

So we enabled parallel workflow, and since we do not use workspaces, it just breaks everyone since we are all stepping on each others toes with the workspace locks.

Im at a loss for how to really proceed.
