Describe the user story

Allow documentation to be written in other languages such as Spanish.

This is also known as i18n or internationalization.

Describe the solution you'd like

Vuepress, the backend for runatlantis.io, supports i18n. See this document.

Once i18n scaffold is set up, that's when additional languages, such as Spanish, can be supported
