If github's automerge is enabled on the PR, then upon approval, check requirements, and automatically atlantis apply

Describe the drawbacks of your solution

Is perfectly safe since github's auto merge button enablement for a PR is not a default, it's a manual feature that must be toggled per PR if the author wants it. However, since atlantis is comment-based, it cannot use the native github auto merge feature yet.
