新規追加されたメソッドのドキュメントを、RDocからコピーして埋める #2295

現状は新しいRubyのバージョンで追加されたメソッドのうち、対応ができていないものは何もドキュメントがない状態になっています。
そのようなメソッドのドキュメントを、一旦RDocからコピーしてきて、英文のままドキュメントとしてのせることを提案します。

これによって次のような効果を期待しています。

ドキュメントを探しに来た人が、(英文のものだけど)とりあえず見つけることができる
ドキュメントを探しに来た人が、ドキュメントを書いてくれるかもしれない
- 書かれていないドキュメントが書かれていないことに気がつくのは難しいけど、英文のままのドキュメントが翻訳されていないことに気がつくのは簡単
NEWSからのリンク切れがなくなる
ドキュメントを書く時の作業が楽になる
- 参照すべきRDocがすでに書かれているから、それを見ながら書けばよいだけになる
