Radiator Fans not engaging, all settings seem correct? 20240405 RevC #140

All settings point to fan being on, but fan is not on. Hitting test fan button makes fan turn on for the test time then shut back off as expected in engine off testing.

Setting to "default inverted" makes fan stay on forever.
