[FR] convert Doxygen comments to rustdoc #650

I see that the Doxygen markup is workarounded by killing the comments completely.
I'd like bindgen to convert Doxygen → rustdoc someday.

Yes, this is discussed in #426, let's move it there, which has a bit more context.
