Not able to install script.module.addon.signals on the latest Kodi 19

On the latest nightly for Kodi 19 win64 it fails to install "script.module.addon.signals-0.0.5", the installation works when I change in addon.xml from

<import addon="xbmc.python" version="2.14.0" />

to

<import addon="xbmc.python" version="3.0.0" />

This happens because of the new demand here
