The problem we've spotted recently together with @mpapis

The goal: Upgrading from 2.1.1 to 2.1.6 with rvm (1.26.11) which is not aware of 2.1.6 version
The problem:
.ruby-version set to 2.1.6 was ignored and 2.1.1 was used instead. Also environment file for 2.1.6 has been created with references to 2.1.1 - which messed up stuff insanely
