I'm a remote worker and log into my employer's site via Citrix, where I cannot install software normally. The only text editor they offer is Notepad (gag). So I was very pleased to find this portable version of Brackets.
During the installation, the installer somehow missed the initial domain portion of the path, so when I ran it, it couldn't find the Getting Started file. The error message kept reappearing every time I clicked OK. Task Manager wouldn't even kill the app, so my only option was to log out and back in again. (Sorry, I didn't take any screenshots.)
I resolved the problem by mapping the install directory to a drive, and then the installer got the path correct.
I just wanted to suggest that you provide a way to break out of that loop in the situation where the app can't find a file it needs on launch.
Thanks! Here I go to edit some code ...

Thanks for the notification. Unfortunately both installer i'm using and brackets itself are not mine. I basically connect the 2 so I have limited capability to change such behavior.
If there is a way you could give a bit more info, maybe we will find this issue reported in the brackets.io main repo.
