Suggestion for opt-in and campaigns enhancement

Issue

Unable to send campaign to customers that have not confirmed opt-in. See context for relevant information.

Context

We save contact, contract and other information into SuiteCRM. We also use it for marketing and other kind of e-mail campaigns to notify customers about contract information ( for example server downtime, scheduled maintenance and so on).

We believe that as far as GDPR goes we are allowed to contact customers with information important to them about a valid contract they have with us. However they can opt-out of marketing campaigns.

As we use campaigns to both send marketing and also to send important contract information to customers - those that have not confirmed their opt-in do not receive those informations.

There should be an option on a campaign to simple ignore opt-in or change campaign from marketing to something that overrides the opt-in.

How about new campaign type, which would ignore opt-in on email.
Perhaps it should check, that receiver is Contact, not Lead or less.

I've worked around this by adding a "Force opt-in" action in the leads/contacts action menu.

I can look into upstreaming this if wanted.
