Email configuration area disappears in user edit view so saving the user does not work

Issue

After configuring, from Studio, the Employee Information panel as Tab in the user edition view design, the user edition view loses the email configuration area, preventing user registration since the email field is required.

Expected Behavior

The user edit view should be operational after modifying its layout from Studio

Steps to Reproduce

1. Go to Studio / Users / Layouts / Edit view and change Employee Information Panel to Tab
2. Save & Deploy
3. Go to Admin / Users and create a new user
4. Check that the user edition view loses the email configuration area and preventing user registration since the email field is required.
