Change single policy finding title to "Potential Issue found: Policy capable of... risk"

We should highlight that just because a policy is capable of Privilege Escalation, Resource Exposure, or Data Exfil, doesn't automatically make it bad - it might be by design (like if it's an Infrastructure Provisioning role) but we want to flag that it is capable of it.

Just need to change the command output, that is all.
