I would expect that salt-ssh did not require zmq at all, however trying to use it in 2014.1.4 without zmq gives a stack trace.

This was identified due to a bug submitted in the debian bug tracking system:

I think we still use ZMQ for things like the event bus, which we'd like to still have functional with salt-ssh. I'll double check, but I don't think salt-ssh eliminates the need for ZMQ.

Just checked with Tom, and salt-ssh should run fine without ZMQ. So this is indeed a bug, and I'm marking it as such.

Really quick - thanks for that. I've applied this patch to the debian unstable packages, and will do the backports and ubuntu tonight.
