Add an option in the module and the state to add the ALLUSERS="1" parameter when installing MSI's. Make an option that can be overwritten. ALLUSERS=True will be the default.
This fixes a problem with not being able to install some MSI's from the LocalSystem account, which the salt-minion runs under.
