Description of Issue

GoGrid was acquired by DataPipe in 2015 which was acquired by RackSpace in 2017.

The GoGrid API's SSL certificate expired in April 2019 and it is completely non-functional (api.gogrid.com)

GoGrid could be safely be removed from salt-cloud right away but it's policy to deprecate it first then remove it in a few releases
