[TECH DEBT] cache API functional tests

We need API tests for different backends, in particular this focuses on cache (other good options would be pillar, sdb, soon-to-be-transport, and others??)

We should be testing all of the cache backends, via the cache api to ensure that our backends are consistent as well as when we make upgrades that we don't break existing behaviors.
