[TECH DEBT] Standardize transport config

As the number of transports grow, so are the number of configuration options needed to support them. We're also running into an increasing number of options that are only specific to a single type of transport. We have a transport_optsoption on the master which seems to be supported but not used much. Make transport_opts the official way of configuring transports. Deprecate any other transport opts.
