salt-ssh wants to create the file /etc/salt/pki/minion

This seems to be unnecessary for salt-ssh.

We should also think about whether we need to leave /var/cache/salt/minion/ lying about as well

Ah, thanks for pointing this out. Not sure what purpose the cache is serving, but we'll look into that as well.
