I installed: Salt-Minion-0.17.4-3-AMD64-Setup.exe
This seems to do everything as supposed, but it just seems that the minion isn't returning data when executing a state.highstate. He is doing everything as he's supposed to bug I keep getting Minion did not return.

it seems I should put the timeout higher than before to fix this.

Yes, on windows there's a known issue with minions not responding to queries about a currently-running job. This means that you must define a timeout that is greater than the total expected time for a job run. (-t 300 is usually a decent choice)

We're hoping to resolve this when we add additional transport options to salt.

I'm going to close this, as it's a duplicate of a number of other issues pertaining to this timeout.
